WorkSafe NZ requires employers to provide PPE where hazards can't be eliminated. On construction sites this means a range of mandatory gear — and not having it right is a prosecutable offence. This guide covers what's required and why.

The Legal Basis — Health and Safety at Work Act 2015

Under the Health and Safety at Work Act 2015, PCBUs (persons conducting a business or undertaking) are legally obligated to manage risks to workers. PPE is the last resort in the hierarchy of controls — eliminate, isolate, minimise first. Employers must provide, maintain, and replace PPE at no cost to workers. Workers must use PPE provided and report any damage or defects.

Mandatory PPE on Most NZ Construction Sites

  • Hard hat / safety helmet: Must be ANSI Z89.1 or AS/NZS 1801 certified. Inspect before each use. Replace after any impact.
  • Safety boots: AS/NZS 2210 standard — steel or composite toe. Sole protection required on sites with nails or sharp materials.
  • Hi-vis vest/shirt: AS/NZS 4602.1 — Day/Night Class 2 for roadside work; Day Class 1 for enclosed sites.
  • Safety glasses/goggles: AS/NZS 1337 — required when cutting, grinding, hammering, working overhead.
  • Gloves: AS/NZS 2161 — type depends on task (cut-resistant, chemical, leather).

PPE for Specific Tasks on Site

  • Hearing protection: Required when noise exceeds 85dB(A) — grinders, compressors, jackhammers.
  • Dust mask / respirator: P2 minimum for silica dust (concrete, masonry cutting).
  • Fall arrest harness: Required working at heights where fall arrest is the control measure.
  • High-cut boots: Ankle support for uneven ground, nail board protection.

What Site Managers Are Responsible For

Site managers have a critical role in ensuring PPE compliance. They must:

  • Provide appropriate PPE for the task.
  • Ensure workers are trained on correct use.
  • Inspect and replace damaged or expired PPE.
  • Enforce PPE requirements — workers not wearing PPE must be stood down from the hazard area.

Common PPE Mistakes on NZ Construction Sites

  • Wearing expired or damaged hard hats: Check the moulding date inside the helmet.
  • Using hi-vis as a midlayer: It must be the outermost garment — never under another layer.
  • Wrong gloves for the task: Using the wrong type of gloves can lead to injury or reduce grip.
  • Hearing protection not worn: Most common PPE failure on site — leading to long-term hearing loss.
